SECTION GUIDE

One of the eligibility requirements under the Skilled Worker Visa route is that the role being recruited for pays the higher of the relevant minimum salary threshold or a specified percentage of the role’s official ‘going rate’.

The going rate is the occupation-specific salary benchmark the Home Office assigns to every Standard Occupational Classification (SOC) code.

You can search the list of Skilled Worker visa-eligible occupations by their SOC code. Employers should use the ONS Occupation Coding Tool, built into the Sponsorship Management System (SMS), to identify the appropriate SOC code and relevant going rate, ensuring the salary meets or exceeds the threshold.

 

Section A: What is the Skilled Worker Visa Going Rate?

 

Going rates are one element of the skilled worker visa minimum salary threshold requirement.

Employers who sponsor workers under the Skilled Worker route must pay at least the higher of either the route’s applicable salary threshold and the relevant percentage of the job‑specific going rate that the Home Office assigns to every SOC 2020 occupation code.

Going rates for Skilled Worker visa roles are published by the Home Office as both annual and hourly salary figures. These rates are typically based on a standard 37.5-hour full-time working week. However, there are exceptions depending on the occupation. For example, hospital doctors are assessed against a 40-hour week, while teaching roles in England are aligned with national pay scales and are usually based on 32.5 hours per week.

Where an applicant’s contracted weekly hours differ from the occupation’s standard full-time hours, the sponsor must pro‑rate the going rate accordingly to ensure that the salary offered still meets the required level. This ensures fair and consistent salary assessments across different working patterns.

 

1. Skilled Worker Minimum Salary Rules

 

Following increases applicable from 22 July 2025, an employer recruiting for a Table 1 occupation (Options A–E) must pay the higher of the relevant salary threshold (£41,700 for Option A, £37,500 for B, £33,400 for C, D, E), and the relevant percentage of the role’s official going rate (100% for A, 90% for B, 80% for C, 70% for E). The applicant must be paid at least the highest of these figures unless a valid tradeable-points discount applies.

For occupations listed in Table 1, the following thresholds apply:

 

  • Option A (Standard): at least £41,700 per year and 100% of the going rate
    Option B (PhD – non-STEM): at least £37,500 and 90% of the going rate
  • Option C (PhD – STEM): at least £33,400 and 80% of the going rate
  • Option D (Immigration Salary List): at least £33,400 and 100% of the going rate (no further discount)
  • Option E (New entrant): at least £33,400 and 70% of the going rate

 

For Table 1 roles, the hourly rate must meet or exceed £17.13, calculated based on a 37.5-hour week. This hourly rate must still be met even if the applicant works more than 48 hours per week, though only the first 48 hours can be counted toward satisfying the hourly requirement.

Different rules apply to roles classed as ‘Health and Care ASHE salary jobs’, covering certain continuing-employment posts and transitional roles at RQF levels 3–5. Under Tables 2, 2a and 2aa (Options F–J), these positions have a lower threshold of £31,300 (standard rate, Option F), £28,200 (G), or £25,000 (H, I, J), with the required percentage of the lower going rate (100%, 90%, 80%, 70%).

 

  • Option F (Standard): at least £31,300 and 100% of the going rate
  • Option G: at least £28,200 and 90% of the going rate
  • Options H, I or J: at least £25,000 and 80% or 70% of the going rate (depending on the specific option)

 

Discounted Options G–J therefore allow salaries of £28,200 or £25,000 depending on the category, provided the appropriate percentage of the lower going rate is still met.

 

2. Calculating Salary

 

Going rates are published as an annual and hourly figure, normally based on a 37.5‑hour full‑time week. Exceptions include hospital doctors (40 hours) and certain teaching roles, which use the applicable national pay‑scale hours (e.g. 32.5 hours in English schools). Sponsors must pro‑rate the going rate when contracted hours differ from the full‑time definition.

Crucially, only guaranteed basic pay may be counted. If the salary offered falls short of either the relevant monetary threshold or the required percentage of the going‑rate, the Home Office will refuse the visa application and may take compliance action against the sponsor.

Going rates should be adjusted proportionally based on the weekly working hours specified in the CoS.

For roles in Tables 1, 1a, 2, 2a and 2aa of Appendix Skilled Occupations, going rates are calculated based on a 37.5-hour workweek, with hourly rates stated. To ensure accuracy and avoid rounding errors, pro-rating should use the annual going rate rather than the hourly figure.

For roles in Tables 3 and 3a, going rates are typically based on a 40-hour week for doctors, a 37.5-hour week for NHS Agenda for Change roles, varying hours for dentists as specified, or the standard definition of a full-time worker for teaching roles. Pro-rating must reflect these hours, such as dividing by 40 for doctors instead of 37.5. For teaching roles, where weekly hours vary due to term schedules, the sponsor should confirm the proportion of a full-time equivalent (FTE) the applicant will work, and the going rate should be adjusted accordingly.

When assessing the applicant’s annual salary against the going rate, all weekly hours must be considered, even if exceeding 48 hours per week. For example, for an occupation with a going rate of £45,000 based on a 37.5-hour week, an applicant working 60 hours per week must be paid £72,000 (£45,000 ÷ 37.5 × 60), not £57,600 (£45,000 ÷ 37.5 × 48). However, the hourly rate floor where applicable (e.g. £17.13) must be assessed using up to 48 hours/week only.

If the applicant’s salary falls below the pro-rated going rate for roles in Tables 1, 1a, 2, 2a, or 2aa, the percentage of the going rate being paid must be calculated to determine eligibility for any tradeable points options.

 

Section B: Skilled Worker Going Rates 2025

 

Skilled worker going rates were updated on 22 July 2025, based on the 2024 Annual Survey of Hours and Earnings (ASHE), replacing the 2023 data applied since April 2024.

For each SOC 2020 code, the going rate percentage varies by salary option (‘tradeable points route’): 100% for standard roles (Option A), 90% for non-STEM PhD holders (Option B), 80% for STEM PhD holders (Option C), or 70% for new entrants (Option E).

For Table 1 roles under Options A-E, most applicants must also meet the £17.13-per-hour test, based on a maximum 48-hour week.

Section C: How to Apply the Skilled Worker Going Rate

 

Employers must use the Home Office’s Appendix Skilled Occupations to ensure sponsored workers are paid a salary that meets immigration rules. Start by accurately matching the role’s primary duties to the relevant SOC 2020 code, using the coding tool in the Sponsor Management System or the ONS/CASCOT search as a cross-check.

Once the correct code is selected, download the latest version of Appendix Skilled Occupations from GOV.UK and retain a dated copy, as sponsors must evidence the rate applicable on the day the Certificate of Sponsorship (CoS) was assigned. Screenshots or archived copies risk becoming outdated, so a complete, dated download is recommended.

Each row lists two salary figures: the standard rate for experienced workers (Option A, 100% of the going rate) and the lower rate for tradeable-points discounts, such as for new entrants, PhD holders, roles on the Immigration Salary List, or eligible Health and Care jobs.

When assigning a CoS, compare the cash threshold for your chosen option with the required percentage of the going rate, ensuring the salary meets or exceeds the higher of the two.

Only fixed, PAYE-taxable salary counts. Bonuses, overtime, allowances, and deductions (e.g., for visa fees) must be excluded. Written offers should specify a guaranteed gross figure that meets the relevant threshold.

Going rates assume a 37.5-hour week unless specified otherwise: 40 hours for most hospital doctors, 32.5 hours for state-school teachers in England, or local Agenda-for-Change hours for NHS roles. If contractual hours differ from the occupation’s standard full-time hours, pro-rate the annual going rate and, for Table 1 roles, ensure the hourly rate meets £17.13.

When a contract is for more or fewer hours, sponsors must pro‑rate the applicable published going rate, but the relevant cash threshold must still be met in full. For instance, a new entrant on 30 hours must earn at least £33,400 a year and 70 % of the going rate pro‑rated to 30 hours; the annual threshold itself is not reduced.

Retain records of the dated going rates table used for the application, as well as the SOC code selection, salary calculations (annual and hourly) and signed contract, as these protect the sponsor licence during a Home Office audit and should be kept for the duration of sponsorship.

Finally, review salary levels before issuing a new or extension CoS, or reporting in-role changes, to ensure compliance with the latest going rates table.

What is the ‘going rate’?

The going rate is the occupation-specific salary benchmark assigned by the Home Office to each SOC 2020 code. A Skilled Worker’s pay must meet the higher of (i) the applicable cash threshold or (ii) the required percentage of the going rate. For most graduate-level roles (Tables 1–3, Options A–E), the cash benchmark is £41,700 per year and £17.13 per hour; for Health and Care roles (Table 2, Options F–J) and transitional RQF 3–5 roles (Table 2A), it is £31,300 with no hourly floor.

 

What is an occupation code?

Each eligible job is listed in Appendix Skilled Occupations and given a SOC 2020 code. That code fixes the going rate the sponsor must meet. If the salary offered falls short, the visa will be refused and the sponsor may face compliance action.

 

What is the going rate for a Skilled Worker visa?

The going rate is the standard salary benchmark for a specific job in the UK, set by the Home Office for each SOC 2020 code based on median earnings. It determines salary eligibility for Skilled Worker visa applicants alongside the applicable cash threshold.

 

How is the going rate calculated?

Going rates are the median earnings for each occupation in the 2024 Annual Survey of Hours and Earnings (ASHE). They are published as annual and hourly figures, typically based on a 37.5-hour full-time week. Doctors (Table 3) are assessed against 40 hours, and some teaching and NHS roles follow relevant national pay-scale hours (e.g., 32.5 hours for teachers in England).

 

Do I always need to meet the full going rate?

Applicants may qualify for reduced salary thresholds under tradeable points options, such as new entrants, PhD holders relevant to the job, or roles on the Immigration Salary List.

 

What happens if my salary is below the going rate?

You will qualify only if a tradeable‑points discount explicitly allows that lower percentage; otherwise the application will be refused even if the cash threshold is met.

 

Are there different going rates for part-time workers?

Can bonuses and benefits count towards meeting the going rate?

Only guaranteed gross basic pay that is taxable under PAYE counts. Deductions or repayments to the sponsor (e.g., visa fees) must be subtracted unless processed through an HMRC-recognised salary-sacrifice scheme.

 

Are NHS roles subject to different going rates?

Those codes follow national pay‑scale bands (Agenda for Change, Medical & Dental, STPCD) rather than ASHE figures, but the cash thresholds above still apply.

 

Do I need to meet the going rate to extend my Skilled Worker visa?

At extension or settlement, you must meet the current going rate rules or, for pre-July 22, 2025, Skilled Worker or Tier 2 visa holders in RQF 3–5 roles, the transitional Option K, if applicable.

 

What is a new entrant?

A new entrant under the Skilled Worker visa route meets criteria such as being under 26, switching from a Student or Graduate visa, or working toward professional registration, allowing them to be paid 70% of the going rate (subject to a £33,400 floor for Table 1 roles or £25,000 for Table 2 roles) for a maximum of four years, after which the full rate must be met.
